Written from 29 CFR 1926.1052, 29 CFR 1926.451, OSHA winter weather guidance and 29 CFR 1926.1053 and checked against them on Oct 15, 2026. How we write these

Clear Snow and Ice Before Work

Snow can hide ice on access routes, scaffold platforms, and ladder landings. Clearing these areas is part of getting ready to work, not something to finish while other workers walk through. Clear first, then work.

Primero despeje, luego trabaje.

Check the Route Before Opening It

Revise la ruta antes de abrirla

  • Look over the whole route, including steps, landings, walkways, and the areas around ladder tops and bottoms. If you find slippery spots, stop and tell the foreman before sending people through.

  • OSHA requires slippery conditions on stairways to be eliminated before those stairs are used to reach another level. Clear the full travel path; a narrow shovel track may leave slippery edges.

  • Clear snow and ice from walking surfaces and spread deicer promptly after a storm. Keep removed snow out of access routes, and check again where melting snow can leave another slippery patch.

Control Scaffold and Ladder Access

  • OSHA prohibits work on scaffolds covered with snow, ice, or other slippery material, except work needed to remove it. That exception is for cleanup, not permission to start regular work on a slippery platform.

  • Use the scaffold's proper access, never its crossbraces. During storms or high winds, stop scaffold work unless a competent person decides it is safe and workers are protected by a personal fall arrest system or wind screens.

  • Check ladder footing and keep the top and bottom areas clear. On slippery surfaces, ladders must be secured or have slip-resistant feet; those feet do not replace careful placing, tying off, or holding of the ladder.

Protect Yourself During Cleanup

Protéjase durante la limpieza

  • Wear insulated, water-resistant boots with good rubber tread when snow or ice cannot be avoided. Check your footing before carrying tools or materials into a recently cleared area.

  • Warm up before shoveling, push snow when possible, and scoop small amounts. Keep your back straight, lift with your legs without twisting, and take frequent breaks in a warm area.

  • Shoveling in the cold is hard on the body. It can lead to exhaustion, dehydration, back injuries, or a heart attack. Pace yourself and tell someone if you feel unwell.

What would you do? · ¿Qué haría usted?

You arrive with tools and find a shoveled stairway with ice still on its landing. Nearby, someone wants to start work on a snowy scaffold while cleanup continues. Another worker has set a ladder on an icy slab with snow piled at its base. What would you stop, and what needs correcting before work starts?

Questions for the crew · Preguntas para el equipo

  1. 1

When may workers be on a scaffold covered with snow or ice?

  2. 2

What must happen before a slippery stairway is used?

  3. 3

Why are slip-resistant ladder feet not enough by themselves?

Clear the surface, check the access, and stop when the footing is unsafe.
