About Clever Rook

Clever Rook is an independent software business that makes smart tools for small businesses. The first ones write the safety paperwork small US contractors need every week: toolbox talks, job hazard analyses (JHAs) and site-specific safety plans, in English and Spanish side by side, signed by the crew on their phones and kept as a record.

We publish a free library of toolbox talks and JHA examples, plus a blank JHA template and a sign-in sheet. This page explains how they're made, so you can judge how far to trust them.

How we write the library

  1. The rules come first. For each topic we take the official text of the OSHA construction standards (29 CFR 1926) that apply, from the government's Electronic Code of Federal Regulations. General industry rules (29 CFR 1910) are used only where a construction rule points to them, such as forklift operator training.
  2. A first draft is written from that text only. An AI model writes the talk or JHA in English and Spanish from those excerpts. It can only cite sections it was given, and it may state a height, distance or frequency only if it appears in the rule text.
  3. A separate review checks every statement. A second AI model, working only from the same rule text, checks each requirement, number and translation. It rewrites anything that overstates a rule, words good practice as advice rather than as an OSHA requirement, and removes points that aren't about the topic. Anything it can't verify holds the document back for a person.
  4. Automatic checks before publishing. Every number must appear in the regulation text, the English and Spanish must give the same numbers, every cited section must exist, and the structure must be complete. A document that fails isn't published.
  5. Dated and sourced. Each talk and JHA shows the sections it was written from, links to them, and the date it was last checked.

What the library isn't

It isn't written or reviewed by a certified safety professional, and it isn't legal advice. OSHA rules have exceptions, states can add their own, and your site has conditions no general document knows. Use the library as a starting point that a competent person on your team checks against your work, as you would any template.
