Confined Spaces: Check Before Entry

Espacios confinados: revisar antes de entrar

Crawl spaces, vaults, manholes and tanks can hide hazards that are not obvious from the opening. General construction crews may encounter them while inspecting, cleaning or preparing work for another trade. Recognizing a possible confined space means stopping to get answers before anyone goes inside.

Recognize and report the space

Reconocer y reportar el espacio

  • Before work begins at a site, OSHA requires each employer to have a competent person identify all confined spaces where its employees may work, and decide which ones are permit spaces. That evaluation includes testing as needed. It is not a decision for someone taking a quick look through a hatch.

  • Treat a crawl space, vault, manhole or tank as a place to ask about before entering, not as automatically safe or automatically classified. Tell the foreman where the opening is and what work is planned there.

  • The employer must teach you to recognize and avoid unsafe conditions, and the rules that apply where you work. If you do not understand the space's hazards or the plan for entry, stop and ask before going any further.

Respect permit-space controls

Respetar los controles de espacios con permiso

  • The employer who finds or is told about a permit space must warn exposed employees of where it is and what danger it poses, with danger signs or another equally effective way. A sign may read "DANGER, PERMIT-REQUIRED CONFINED SPACE, DO NOT ENTER." Read the warnings, and report any opening you can't confirm. Don't assume that no sign means no hazard.

  • When employees will enter a permit space, their employer must implement a written permit-space program at the site. That program must be available for employees and their authorized representatives to inspect before and during entry operations.

  • That employer must also tell the controlling contractor and its employees' authorized representatives where the permit space is and what danger it poses. That has to happen promptly, and in some way other than a sign. As a crew member, bring questions or conflicting information to the foreman before work moves forward.

Changes mean another check

Los cambios requieren otra revisión

  • A previous non-permit classification is not a permanent all-clear. Changes in use or layout that could increase hazards, or signs of an inadequate evaluation, require a competent person to reevaluate the space.

  • A permit space can be reclassified as non-permit only if it has no actual or potential atmospheric hazards and all its hazards are eliminated or isolated. Somebody saying it's safe is not enough. The entry employer must put the reasons in a signed, dated certification that names the space, and make it available to each worker who enters or to that worker's representative.

  • If hazards come up in a permit space that was reclassified as non-permit, every employee inside must get out. Report the change. The entry employer must then reevaluate the space and make it a permit space again as appropriate.

What would you do? · ¿Qué haría usted?

You are asked to retrieve tools from a vault. Someone says it was cleared earlier, but the work inside has changed and nobody can explain its current classification. What would you do before entering, and who needs to resolve the uncertainty?
